Accessibility Statement
This platform is built so that anyone can use it, with whatever assistive technology they need. Here we state the level of compliance achieved, how we verify it, what remains pending, and where to write if you encounter a barrier.
1. Compliance Status
The Territorial Viewers platform complies with the Web Content Accessibility Guidelines, version 2.1, at level AA, which is the level required by Article 3 of Resolution 1519 of 2020 issued by the Ministry of Information and Communications Technologies.
Compliance is partial: most criteria have been verified, and the items not yet verified are listed in section 4. Stating it this way is more useful than claiming full conformity, as it informs you in advance of what you may encounter.

2. How we verified it
Through three complementary means, as none is sufficient on its own:
- Automated review using browser audit tools, covering public pages and management dashboard pages.
- Manual keyboard navigation, without a mouse, from beginning to end of each page.
- Contrast measurement for each color combination, compared against the minimum standard requirement.
An automated tool detects approximately one-third of actual barriers. Therefore, keyboard navigation is not replaced by a score.
3. What has been verified

4. What remains pending
None of these points prevents the use of the platform; however, it is advisable that you be aware of them:
- La ruta de migas no está implementada en las páginas internas.
- Los logotipos oficiales —GOV.CO y marca país Colombia— y sus enlaces no se publican mientras la plataforma esté alojada en la infraestructura del operador y bajo un dominio distinto de gov.co. Al trasladarse al dominio institucional se publican, con la barra superior y el módulo del pie que describe el Kit.
- La plataforma no publica hoy contenidos de audio ni de video. Si llegan a publicarse, llevarán subtítulos, audiodescripción e interpretación en Lengua de Señas Colombiana en los casos que fija la norma.
Third-party content
Files published by the official entities from which the data originate —spreadsheets, annexes, and bulletins— are linked exactly as those entities publish them, and their accessibility does not depend on this platform. Any figure appearing in those files is also available on screen and in the open data interface, in formats that are indeed accessible.
5. If you encounter a barrier
Write to us and we will correct it. If possible, indicate on which page the issue occurred, what you were trying to do, and which browser or assistive technology you were using. With these three pieces of information, the problem can be reproduced; without them, almost never.

We undertake to acknowledge receipt within five business days and to indicate in that same message whether the correction is immediate or requires a subsequent version.
Interim alternative
If a specific view is inaccessible to you, you may request the same data in the format you require via that email address. The information is public and will be provided accordingly.
6. Regulatory Framework
- Resolution 1519 of 2020 — Article 3 and Annex 1: establishes Level AA as mandatory.
- Web Content Accessibility Guidelines 2.1 — the international standard referenced by the regulation.
- GOV.CO — the single portal of the Colombian State, whose interface kit is applied by this platform.
